Masood S. Ghory is a Chevening Scholar and an experienced institutional development, human resource, and program management expert; he has worked in the areas of public administration reform, institutional strategic planning, human resource management, program design and management, governance and coordination, capacity building, social research, and public policy analysis. He has supported several institutional reform and development projects. His major contributions include providing professional expertise and advice in the implementation of public administration initiatives, implementation of key national organizational reform projects, policy development, organizational service delivery improvement, coordination, stakeholder expectations management, and capacity development at the national and sub-national levels. Masood oversees the implementation of PHC's portfolio of projects in Afghanistan with a particular focus on assignments that involve institutional reform, human resource development, and research.
